How the FBI Conceals Its Payments to Confidential Sources

Defense lawyers have long known that informants can earn tens of thousands, even millions, of dollars. Shahed Hussain, a prolific FBI informant, received $96,000 for his work in the Newburgh Four case. Naseem Khan collected $230,000 following a counterterrorism sting in Lodi, California. In the course of a 20-year career as an informant for the Drug Enforcement Administration, IRS, FBI, and Department of Homeland Security, Alex Diaz has taken in more than $4.9 million.

For the first time, we can now point to an internal government document that provides the framework for how informants are paid.

The FBI’s Confidential Human Source Policy Guide, a nearly 200-page manual classified secret and obtained by The Intercept, describes how payments to FBI informants are accounted for and authorized and how these payments can quickly become serious money.

The FBI Gives Itself Lots of Rope to Pull in Informants

Over two previous presidential administrations, the FBI, enabled by complacent congressional oversight in the wake of the 9/11 attacks, has transformed itself from a criminal law enforcement organization into an intelligence-gathering operation whose methods are more similar to those of the CIA and NSA. With 35,000 employees and more than 15,000 informants, today’s FBI is an intelligence agency without a historical peer in the United States.

Recruiting and managing informants, known in the FBI’s parlance as “confidential human sources,” is one of the most crucial ways in which the bureau gathers intelligence. Confidential FBI documents obtained exclusively by The Intercept reveal for the first time how the bureau approaches those tasks — including its use of a number of tactics that raise concerns about the civil liberties of those being targeted for recruitment.

Based on a Vague Tip, the Feds Can Surveil Anyone

AT ITS LOWEST level of investigative activity, on the basis of vague tips or broad intelligence interests, the FBI can follow people with airplanes, examine travel records, and analyze links between email, phone, and other records collected by intelligence agencies.

Two large FBI manuals obtained by The Intercept, one of which is classified, offer previously unreleased information about just how powerful an intelligence apparatus the FBI draws on even for low-level checks, known as “assessments.”

Assessments allow agents to look into tips or leads that don’t meet the standard for opening an investigation, which requires specific information or allegations of wrongdoing — an “articulable factual basis” for suspicion, as FBI rules put it. In an assessment, by contrast, an agent just needs to give an “authorized purpose” for their actions. Agents can open assessments “proactively,” in order to evaluate potential informants, collect intelligence about threats surrounding public events, study a field office’s geographical area, or gather information about a general phenomenon of interest to the bureau.

National Security Letters Demand Data Companies Aren’t Obligated to Provide

THE FBI ROUTINELY uses secret orders known as national security letters to demand information that recipients might not actually have to give up, internal documents indicate. The letters are among the FBI’s most potent instruments, because they function like subpoenas without requiring the approval of a judge. Internal guidelines suggest that the bureau has been using them to pursue sensitive electronic data and phone records — despite the fact that such attempts overstep the bureau’s legal authority.

Secret Docs Reveal: President Trump Has Inherited an FBI With Vast Hidden Powers

IN THE WAKE of President Donald Trump’s inauguration, the FBI assumes an importance and influence it has not wielded since J. Edgar Hoover’s death in 1972. That is what makes today’s batch of stories from The Intercept, The FBI’s Secret Rules, based on a trove of long-sought confidential FBI documents, so critical: It shines a bright light on the vast powers of this law enforcement agency, particularly when it comes to its ability to monitor dissent and carry out a domestic war on terror, at the beginning of an era highly likely to be marked by vociferous protest and reactionary state repression.

In order to understand how the FBI makes decisions about matters such as infiltrating religious or political organizations, civil liberties advocates have sued the government for access to crucial FBI manuals — but thanks to a federal judiciary highly subservient to government interests, those attempts have been largely unsuccessful. Because their disclosure is squarely in the public interest, The Intercept is publishing this series of reports along with annotated versions of the documents we obtained.

https://theintercept.com/2017/01/31/secret-docs-reveal-president-trump-has-inherited-an-fbi-with-vast-hidden-powers/

The FBI’s Secret Rules

President Trump has inherited a vast domestic intelligence agency with extraordinary secret powers. A cache of documents offers a rare window into the FBI’s quiet expansion since 9/11.

After the famous Church Committee hearings in the 1970s exposed the FBI’s wild overreach, reforms were enacted to protect civil liberties. But in recent years, the bureau has substantially revised those rules with very little public scrutiny. That’s why The Intercept is publishing this special package of articles based on three internal FBI manuals that we exclusively obtained.

These stories illuminate how the FBI views its authority to assess terrorism suspects, recruit informants, spy on university organizations, infiltrate online chat rooms, peer through the walls of private homes, and more.

New York Bill Would Allow Customers To Opt Out Of Smart Meters, Undermine Federal Program

A bill introduced in the New York Assembly would allow customers to opt out of installing “smart meter” technology on their homes and businesses. Passage of this bill would allow New Yorkers to protect their own privacy, and it would take a step toward blocking a federal program in effect.

Asm. Michael DenDekker (D – East Elmhurst) introduced Assembly Bill 3066 (A3066) on Jan. 26. The legislation would allow New Yorkers to opt out of any utility company smart meter program with no penalty.

Smart meters monitor home energy usage in minute detail in real time. The devices transmit data to the utility company were it gets stored in databases. Anybody with access to the data can download it for analysts. Without specific criteria limiting access to the data, these devices create significant privacy issues. Smart meters can also be used to remotely limit power usage during peak hours.

Manhattan DA’s Office probing death of reporter with possible JFK ties

The Manhattan District Attorney’s Office is looking into the mysterious death 51 years ago of newspaper writer and “What’s My Line?” star Dorothy Kilgallen, who was investigating the JFK assassination, The Post has learned.

The stunning development comes after a new book, “The Reporter Who Knew Too Much,” suggests Kilgallen was murdered to shut down her relentless pursuit of a Mafia don linked to JFK and Lee Harvey Oswald.

Joan Vollero, a spokeswoman for DA Cyrus Vance Jr., confirmed that a staffer has read the book, and reviewed a letter from author Mark Shaw citing new leads, medical evidence, and witnesses overlooked when Kilgallen, 52, died suddenly on Nov. 8, 1965, at the peak of her career.

Read the Confidential David Brock Memo Outlining Plans to Attack Trump

David Brock, the seasoned liberal operative and Clinton loyalist who founded Media Matters, huddled with more than 100 donors last weekend at the swanky Turnberry Isle Resort in Aventura, Fla. to map out how Democrats will “kick Donald Trump’s ass.”

The Washington Free Beacon attended the retreat and obtained David Brock’s private and confidential memorandum from the meeting. The memo, “Democracy Matters: Strategic Plan for Action,” outlines Brock’s four-year agenda to attack Trump and Republicans using Media Matters, American Bridge, Citizens for Responsibility and Ethics in Washington (CREW), and Shareblue.

Federal Judge Issues Emergency Stay Partially Blocking Trump Vetting Ban

A federal judge late Saturday night issued an emergency stay of Donald Trump‘s “extreme vetting” Executive Order, granting the request of citizens from seven Muslim-majority countries who already held visas to enter the United States.

CNN reports the plaintiffs had already arrived in the United States or were en route when the order was signed late Friday. The decision reportly allows those individuals to enter the U.S. legally, in a major blow to Trump’s attempt to prevent citizens from several countries from entering to the U.S. for the next 90 days.

According to reports, Trump’s Executive Order barred citizens of seven Muslim-majority countries from coming to the US for the next 90 days and suspended the admissions of all refugees for 120 days.

The lawsuit was filed by the ACLU and the organization released a lengthy statement Saturday night obtained by LawNewz:

Latest Data Shows Union Numbers, Membership Rate Fell During Obama Years

Annual statistics released Thursday by the Department of Labor show that the national rate of union membership dropped by 1.6 percentage points over the course of the Obama presidency.

The percentage of US workers belonging to unions was 10.7 in 2016, down from 11.1 percent on a year-over-year basis. Union membership rate either dropped or remained stagnant every year under President Obama, eroding from 12.3 percent in 2009.

The absolute quantity of union members, too, was down under President Obama. In 2009, there were 15.3 million Americans belonging to unions. By 2016, that figure was down to 14.6 million–a decline of about 700,000.

The end of the years-long dip coincided with the lost of crucial support for Democrats among union households.

Exit polling showed Hillary Clinton winning union households last November by 8 percent–the slimmest margin for a Democratic nominee since 1984, when Walter Mondale was trounced by Ronald Reagan.

“Clinton’s poor performance among union households appeared to especially damage her in crucial Midwestern states,” Politico noted in November. In Ohio, for example, Clinton actually lost union households to Trump by 9 percentage points, per exit polls. Trump comfortably won the Buckeye State.

Senate Setback for Move to Give FBI More Warrantless Spying Powers

Congress is backing off from a push to grant the Federal Bureau of Investigations more warrantless surveillance powers.

Lawmakers had been attempting to use the annual intelligence policy bill to allow the FBI to obtain more sensitive digital information from Americans, using only a subpoena.

That effort, however, has been abandoned, this year, according to a recently published Senate Intelligence Committee report on the legislation.

“This expansion of government surveillance authorities was both far-reaching and intrusive, potentially covering records related to Americans’ email exchanges as well as their login history, IP addresses, and internet browsing history,” said Sen. Ron Wyden (D-Ore).

Wyden said the proposal would have given the FBI such spying authorities “with no court oversight.”

In the report, published late last week, on the day of Donald Trump’s inauguration, Wyden noted that he would back the legislation, the Intelligence Authorization Act of 2017, with the additional surveillance powers stripped from the bill. He had held up the proposal on the Senate floor, in June 2016, after its authors sought to expand FBI’s spying authorities.

New York: Facial Recognition Cameras At Bridges, Tunnels

The state of New York has privately asked surveillance companies to pitch a vast camera system that would scan and identify people who drive in and out of New York City, according to a December memo obtained by Vocativ.

The call for private companies to submit plans is part of Governor Andrew Cuomo’s major infrastructure package, which he introduced in October. Though much of the related proposals would be indisputably welcome to most New Yorkers — renovating airports and improving public transportation — a little-noticed detail included installing cameras to “test emerging facial recognition software and equipment.”

“This is a highly advanced system they’re asking for,” said Clare Garvie, an associate at Georgetown University’s Center for Privacy and Technology, and who specializes in police use of face recognition technologies. “This is going to be terabytes — if not petabytes — of data, and multiple cameras running 24 hours a day. In order to be face recognition compliant they probably have to be pretty high definition.”

Were police snooping on Women’s March protesters’ cellphones? Too many departments won’t say

Out of nearly 200 we asked, just 35 police departments released guidelines on their StingRay cell phone trackers, and only one provided a use log

The Women’s Marches last weekend were collectively some of the largest protests ever conducted in the United States. While we would love to have some hard data to be able to inform the public about what type of surveillance being used on the demonstrations, unfortunately many of the police department’s we have requested in our Cell Site Simulator Census have either not given us any documents yet, or used sweeping law enforcement exemptions in order to not disclose some of the more sensitive, and important, information about their use.

Trump wants 20 percent import tax to pay for Mexico wall

President Trump intends to pay for the coming US-Mexico wall with a 20 percent tax on all imports coming from Mexico, White house spokesman Sean Spicer said Thursday.

He said the plan now taking shape would tax imports from countries “that we have a trade deficit from, like Mexico.”

“If you tax that $50 billion at 20 percent of imports – which is by the way a practice that 160 other countries do – right now our country’s policy is to tax exports and let imports flow freely in, which is ridiculous,” Spicer told reporters aboard Air Force One.

Spicer said the new tax would generate $10 billion a year and “easily pay for the wall.”

The news came the same day the president of Mexico canceled his trip to the US next week after Trump said there was no point to their meeting if mexico won;t pay for the wall.

World First: Facial Recognition Will Replace Passports In Australia

International passengers would be whisked through immigration and customs without stopping or even encountering humans, while passport scanners and paper cards would be a thing of the past, under a radical overhaul of Australia’s airports due to start this year.

The Department of Immigration and Border Protection has sought technology that would abolish incoming passenger cards, remove the need for most passengers to show their passports and replace manned desks with electronic stations and automatic triage.

The plan goes much further than the SmartGates currently installed at some airports that require passports to be scanned electronically. Those gates, introduced less than 10 years ago, will be retired as part of the new “contactless” system.

Instead, passengers will be processed by biometric recognition of the face, iris and/or fingerprints, matched to existing data. By 2020 the government wants a system in place to process 90 per cent of travellers automatically, with no human involvement.

CNN’s Jake Tapper crushed by Tulsi Gabbard, ‘Why is US supporting Al Qaeda, when Al Qaeda attacked US on 9-11, not Syria’

US Congresswoman Tulsi Gabbard just returned from a secret trip to Syria and spoke with CNN’s Jake Tapper in a CNN Exclusive interview.

Jake Tapper continued to toe the “fake news” lie that Assad is “responsible for thousands of deaths” in a “5 year liong civil war”.

Gabbard made it clear that Assad is the President of Syria, and any reconciliation would have to involve Syrian President Bashar Al Assad.

Gabbard then moved on to destroy the Obama lie that “moderate rebels” exist in Syria, fighting for democracy. Gabbard was clear in her fact finding mission to Syria…

‘Why is it the United States is providing support, providing arms, to terrorists groups like Al Nusra, Al Qaeda, ISIS…killing the Syrian people of all ages.’
‘Why is the United States supporting Al Qaeda, when it was Al Qaeda who attacked the United States on 9-11, not Syria.”

This is the second of a five-part series exploring the Iran-Contra Affair and its implications. Part 1 described the Reagan Administration’s secret wars and illegal arms deals exposed in the scandal. Part 2 explains how the constitutional crisis unfolded as a result of Congress’s failure to address the CIA’s power to wage secret wars in the name of avoiding a world-ending nuclear confrontation between the Superpowers. Part 3 will show how this abdication of responsibility backfired in the Bush and Clinton years with bigger wars, even as the Cold War ended with collapse of the Soviet Union. New York lawmakers want local cops to get warrant before using stingray

The New York Civil Liberties Union is pushing a new state bill that would require law enforcement to obtain a warrant prior to deploying a cell-site simulator, or stingray. The bill also includes other new restrictions.

Cell-site simulators, or fake cell towers, are often used by police to locate criminal suspects by tricking their phones into giving up their location. In some cases, simulators can also be used to intercept phone calls and text messages. Use of these devices has been heavily scrutinized in recent years—in September 2015, the Department of Justice said it would require its federal agents to seek a warrant before deployment.

Trump signs orders on border wall, immigration enforcement

President Trump signed an executive order Wednesday on his central campaign promise that directs federal agencies to begin constructing a wall on the U.S.-Mexico border.

It was one of two executive orders on border security that Trump signed during a visit to the Department of Homeland Security (DHS).

“This is a law enforcement agency,” Trump said to applause, “But for too long, your offices and agents haven't been allowed to properly do their jobs.

“From here on out, I'm asking all of you to enforce the laws of the United States of America. They will be enforced and enforced strongly.

“A nation without borders is not a nation,” Trump said. “Beginning today, the United States of America gets back control of its borders.”

Trump wants to strip federal funding from ‘sanctuary cities’

The Trump administration is exploring how to cut federal funding from so-called “sanctuary cities” — including New York — that offer safe harbors for illegal immigrants, the White House said Wednesday.

“We’re going to strip federal grant money from the sanctuary states and cities that harbor illegal immigrants,” spokesman Sean Spicer told reporters.

“The American people are no longer going to have to be forced to subsidize this disregard for our laws.”

The comments came as President Trump signed an executive order authorizing construction of a border wall with Mexico.

Seymour Hersh Blasts Media for Uncritically Promoting Russian Hacking Story

PULITZER PRIZE-WINNING journalist Seymour Hersh said in an interview that he does not believe the U.S. intelligence community proved its case that President Vladimir Putin directed a hacking campaign aimed at securing the election of Donald Trump. He blasted news organizations for lazily broadcasting the assertions of U.S. intelligence officials as established facts.

Hersh denounced news organizations as “crazy town” for their uncritical promotion of the pronouncements of the director of national intelligence and the CIA, given their track records of lying and misleading the public.

“The way they behaved on the Russia stuff was outrageous,” Hersh said when I sat down with him at his home in Washington, D.C., two days after Trump was inaugurated. “They were just so willing to believe stuff. And when the heads of intelligence give them that summary of the allegations, instead of attacking the CIA for doing that, which is what I would have done,” they reported it as fact. Hersh said most news organizations missed an important component of the story: “the extent to which the White House was going and permitting the agency to go public with the assessment.”

Hersh said many media outlets failed to provide context when reporting on the intelligence assessment made public in the waning days of the Obama administration that was purported to put to rest any doubt that Russian President Vladimir Putin ordered the hacking of the DNC and Clinton campaign manager John Podesta’s emails.

AG NOMINEE BACKS LAW ENFORCEMENT’S ABILITY TO ‘OVERCOME’ ENCRYPTION

President Donald Trump’s attorney general pick Jeff Sessions has amplified the encryption debate with comments he made during Senate Judiciary Committee confirmation hearings last week stating law enforcement should be able to “overcome” digital locks in criminal investigations.

Sessions’ position on encryption immediately sparked an outcry among civil liberties groups that have loudly denounced the government’s desire to access encrypted data.

“We will strongly oppose any legislative or regulatory proposal to force companies or other providers to give Sessions what he’s demanding: the ability to ‘overcome encryption,'” wrote Electronic Frontier Foundation staff attorneys Nate Cardozo and Andrew Crocker in a statement Monday.

UK courts experiencing surge in cyber-crime case load

The total cost of fraudulent activity in the UK surpassed a billion pounds for the first time in five years, reaching £1.137bn in 2016 compared to £732m the year before.

Fraud against businesses was up sevenfold last year, with inside jobs committed by employees and management the most common method, as measured by alleged fraud cases reaching court.

"The figures include over £900m derived from just seven super cases," according to management consultants KPMG. "The surge in super cases, from £250m last year, may be a reflection of fraud becoming a more lucrative and practical proposition for those with the right skills and technology, or those in senior commercial roles."

Trump expected to order temporary ban on refugees

President Donald Trump is expected to sign executive orders starting on Wednesday that include a temporary ban on most refugees and a suspension of visas for citizens of Syria and six other Middle Eastern and African countries, according to several congressional aides and immigration experts briefed on the matter.

Trump, who tweeted on Tuesday night that a "big day" was planned on national security on Wednesday, is expected to order a multi-month ban on allowing refugees into the United States except for religious minorities escaping persecution, until more aggressive vetting is in place.

Another order will block visas being issued to anyone from Syria, Iraq, Iran, Libya, Somalia, Sudan and Yemen, said the aides and experts, who asked not to be identified.

47.9%: Obama Had Lower Average Approval Rating Than Nixon or Bush

President Barack Obama had an average approval rating of 47.9 percent during his time in office, according to the Gallup poll.

That puts him behind Richard Nixon, who resigned, and George W. Bush, who saw his approval rating drop as low as 25 percent near the end of his term.

It puts him ahead of only Gerald Ford (47.2 percent), Jimmy Carter (45.5 percent) and Harry Truman (45.4 percent).

Gallup, in an analysis released Friday, published the average approval rating for all twelve presidents who have served since World War II.

Brexit: Supreme Court says Parliament must give Article 50 go-ahead

Parliament must vote on whether the government can start the Brexit process, the Supreme Court has ruled.

The judgement means Theresa May cannot begin talks with the EU until MPs and peers give their backing - although this is expected to happen in time for the government's 31 March deadline.

But the court ruled the Scottish Parliament and Welsh and Northern Ireland assemblies did not need a say.

Brexit Secretary David Davis promised a parliamentary bill "within days".

Sources have told the BBC the bill - to trigger Article 50 of the Lisbon Treaty and get formal exit negotiations with the EU under way - will be introduced this Thursday, with an expectation that it could pass through the House of Commons in a fortnight.

Trump to begin renegotiating NAFTA pact soon with Mexico, Canada

U.S. President Donald Trump said on Sunday he plans talks soon with the leaders of Canada and Mexico to begin renegotiating the North American Free Trade Agreement (NAFTA).

"We will be starting negotiations having to do with NAFTA," Trump said at a swearing-in ceremony for his top White House advisers. "We are going to start renegotiating on NAFTA, on immigration and on security at the border."

Trump pledged during his presidential campaign that if elected he would renegotiate the NAFTA trade pact to provide more favorable terms to the United States.

NAFTA, which took effect in 1994, and other trade deals became lightning rods for voter anger in the U.S. industrial heartland states that swept Trump to power this month.

Smart Cities Could Be Enabled By U.S. Postal Service

The future of the U.S. Postal Service (USPS) could be as the eyes, ears and sensor network for the smart city. If cities played along the USPS could also derive a revenue stream that reverses billions of dollars of annual losses.

According to a panel at the Smart Cities Summit in Boston, the future of the USPS may revolve around big data, Internet of things and smart cities.

Here’s the gist of how the USPS could be a smart city enabler:

Trucks and assets drive through cities everyday.
These assets could monitor conditions and the environment for things like potholes, potential for blight and infrastructure conditions.
Data could be delivered back to cities to enhance services.
This data enablement could be a new revenue stream assuming that the Postal Service would be allowed to expand into new services. Regulations prevent the Postal Service from entering non-postal businesses.

Connected Devices Give Spies a Powerful New Way to Surveil

Birth of a New Intelligence Paradigm

The US Office of National Intelligence defines six basic intelligence-collection paradigms: signals intelligence (SIGINT), imagery intelligence (IMINT), measurement and signature intelligence (MASINT), human-source intelligence (HUMINT), open-source intelligence (OSINT) and geospatial intelligence (GEOINT).

The advent of the IoT will enable a new and seventh paradigm: TEMPINT—i.e., “temporal intelligence”. TEMPINT is not a narrow intelligence collection methodology that focuses on certain sources, but rather a holistic approach to data collection and analysis. TEMPINT assumes that most individuals and infrastructures will be monitored, and that parts of the data can be collected, stored, and analyzed.

Trump Abandons Trans-Pacific Partnership, Obama’s Signature Trade Deal

President Trump formally abandoned the Trans-Pacific Partnership on Monday, pulling away from Asia and scrapping his predecessor’s most significant trade deal on his first full weekday in office, administration officials said.

Mr. Trump sharply criticized the partnership agreement during last year’s campaign, calling it a bad deal for American workers. Although the deal had not been approved by Congress, the decision to withdraw the American signature at the start of Mr. Trump’s administration is a signal that he plans to follow through on promises to take a more aggressive stance against foreign competitors.

Report: Secret Service to Investigate Madonna for ‘Blowing Up the White House’ Comment

The U.S. Secret Service will reportedly open an investigation into Madonna after the singer told demonstrators at the Women’s March on Washington Saturday that she has often thought of “blowing up the White House.”

During a profanity-laced speech at the protest rally in Washington, D.C. Saturday, the 58-year-old “Rebel Heart” singer said she had felt “angry” and “outraged” over Donald Trump becoming the country’s 45th president.

“I’m angry. Yes, I’m outraged. Yes, I have thought an awful lot about blowing up the White House,” Madonna said. “But I know that this won’t change anything. We cannot fall into despair.”

A New Era of Mass Surveillance is Emerging Across Europe

The world was a different place when, in October 2015, the Court of Justice of the European Union (CJEU) struck down the “Safe Harbour” data-sharing agreement that allowed the transfer of European citizens’ data to the US. The Court’s decision concluded that the indiscriminate nature of the surveillance programs carried out by U.S. intelligence agencies, exposed two years earlier by NSA-contractor-turned-whistleblower Edward Snowden, had made it impossible to ensure that the personal data of E.U. citizens would be adequately protected when shared with American companies. The ruling thus served to further solidify the long-standing conventional wisdom that Continental Europe is better at protecting privacy than America.

However, Europe’s ability to continue to take this moral high ground is rapidly declining. In recent months, and in the wake of a series of terrorist attacks across Europe, Germany, France and the United Kingdom — Europe’s biggest superpowers — have passed laws granting their surveillance agencies virtually unfettered power to conduct bulk interception of communications across Europe and beyond, with limited to no effective oversight or procedural safeguards from abuse.

Billionaire George Soros has ties to more than 50 ‘partners’ of the Women’s March on Washington

What is the link between one of Hillary Clinton’s largest donors and the Women’s March? Turns out, it’s quite significant

By my draft research, which I’m opening up for crowd-sourcing on GoogleDocs, Soros has funded, or has close relationships with, at least 56 of the march’s “partners,” including “key partners” Planned Parenthood, which opposes Trump’s anti-abortion policy, and the National Resource Defense Council, which opposes Trump’s environmental policies. The other Soros ties with “Women’s March” organizations include the partisan MoveOn.org (which was fiercely pro-Clinton), the National Action Network (which has a former executive director lauded by Obama senior advisor Valerie Jarrett as “a leader of tomorrow” as a march co-chair and another official as “the head of logistics”). Other Soros grantees who are “partners” in the march are the American Civil Liberties Union, Center for Constitutional Rights, Amnesty International and Human Rights Watch. March organizers and the organizations identified here haven’t yet returned queries for comment.

Trump inauguration draws nearly 31 million U.S. television viewers

Nearly 31 million viewers watched live U.S. television coverage of Donald Trump's presidential inauguration, far fewer than tuned in to Barack Obama's first swearing-in, but otherwise the biggest such audience since Ronald Reagan entered office, ratings firm Nielsen reported on Saturday.

The tally for Trump - 30.6 million viewers on 12 broadcast and cable networks that aired live coverage from about 10 a.m. to 6 p.m. EST - surpassed the TV audiences measured for his two most recent Republican predecessors - both inaugurations of George W. Bush and the one of his father, George H.W. Bush.

The 2009 inauguration of Obama, who became the nation's first African-American president that year, was watched by nearly 38 million viewers, the second-highest number since Nielsen began compiling such figures with Richard Nixon's 1969 oath of office.

Madonna Threatens to Bomb the White House and Tells Trump to “Suck a Dick” at Women’s March in D.C.

During the Women’s March on Washington, Amy Schumer showed up to introduce Madonna. After giving a speech where she revealed, “I have thought an awful lot about blowing up the White House” and dropped a “fuck you” on live television, she performed two songs: “Express Yourself” and “Human Nature.” During the latter, she led the crowd in shouting “I’M NOT YOUR BITCH.” Then, at one point, she changed the lyrics: “Donald Trump—suck a dick.”

Donald Trump at CIA Headquarters (1-21-17)

President Donald Trump is telling CIA employees whose work he has publicly doubted that no one feels stronger about the intelligence community than he does. Trump is addressing about 400 CIA employees at their headquarters in Langley, Virginia, on his first full day in office. Trump told the workers that they are really special and amazing people and that "I am so behind you." The meeting follows Trump's repeated and sharp public criticism of U.S. intelligence agencies before and after the election. He challenged and at times belittled their conclusions that Russia attempted to influence the election to help him win the White House.

Women’s March Organizer Recently Met Ex-Hamas Operative, Has Family Ties To Terror Group

Linda Sarsour, one of the organizers behind Saturday’s Women’s March, being held in Washington, D.C., was recently spotted at a large Muslim convention in Chicago posing for pictures with an accused financier for Hamas, the terrorist group.

Sarsour, the head of the Arab American Association of New York and an Obama White House “Champion of Change,” was speaking at last month’s 15th annual convention of the Muslim American Society and Islamic Circle of North America.

While there, she posed for a picture with Salah Sarsour, a member of the Islamic Society of Milwaukee and former Hamas operative who was jailed in Israel in the 1990s because of his alleged work for the terrorist group.

Trump’s Homeland Security Team Likely to Emphasize Facial Recognition and Biometric Surveillance

THE BACKGROUNDS OF the members of the team that President-elect Donald Trump is picking to shape the Department of Homeland Security suggests he will aggressively pursue surveillance using the latest technological advancements.

Trump, on the campaign trail, suggested that his law-and-order agenda would include mass surveillance of certain targets. “I want surveillance of certain mosques,” Trump declared at a rally in Birmingham, Alabama. “I want surveillance,” he added, “I will absolutely take [sic] database on the people coming in from Syria.”

If his personnel choices are any indication, Trump’s Homeland Security Department will favor a range of technological solutions, including threat-detection algorithms, facial-recognition technology, and an expansion of “verifiable” identity solutions both in real life and online.

CIA unveils new rules for collecting information on Americans

The Central Intelligence Agency on Wednesday unveiled revised rules for collecting, analyzing and storing information on American citizens, updating the rules for the information age and publishing them in full for the first time.

The guidelines are designed "in a manner that protects the privacy and civil rights of the American people," CIA General Counsel Caroline Krass told a briefing at the agency's headquarters in Langley, Virginia.

The new rules were released amid continued public discomfort over the government's surveillance powers, an issue that gained prominence following revelations in 2013 by former government contractor Edward Snowden that the National Security Agency (NSA) secretly collected the communications data of millions of ordinary Americans.

Assange lawyer: Manning commutation doesn't meet extradition offer's conditions

The attorney for Julian Assange said President Obama's commutation of Chelsea Manning’s sentence does not meet the conditions of the WikiLeaks head's offer to be extradited to the United States if Manning were pardoned.

Obama on Tuesday commuted Manning’s sentence for leaking classified information to WikiLeaks, leading many to wonder whether that meant Assange was ready to surrender to the Department of Justice.

“Mr. Assange had called for Chelsea Manning to receive clemency and be released immediately.”

Obama Commutes Bulk of Chelsea Manning’s Sentence

President Obama on Tuesday largely commuted the remaining prison sentence of Chelsea Manning, the army intelligence analyst convicted of an enormous 2010 leak that revealed American military and diplomatic activities across the world, disrupted the administration, and made WikiLeaks, the recipient of those disclosures, famous.

The decision by Mr. Obama rescued Ms. Manning, who twice tried to commit suicide last year, from an uncertain future as a transgender woman incarcerated at the male military prison at Fort Leavenworth, Kan. She has been jailed for nearly seven years, and her 35-year sentence was by far the longest punishment ever imposed in the United States for a leak conviction.

Now, under the terms of Mr. Obama’s commutation announced by the White House on Tuesday, Ms. Manning is set to be freed on May 17 of this year, rather than in 2045.

The commutation also relieved the Department of Defense of the difficult responsibility of her incarceration as she pushes for treatment for her gender dysphoria — including sex reassignment surgery — that the military has no experience providing.

Dow Chemical Wants Farmers to Keep Using a Pesticide Linked to Autism and ADHD

In 2014, the first and most comprehensive look at the environmental causes of autism and developmental delay, known as the CHARGE study, found that the nearby application of agricultural pesticides greatly increases the risk of autism. Women who lived less than a mile from fields where chlorpyrifos was sprayed during their second trimesters of pregnancy, as Magda did, had their chances of giving birth to an autistic child more than triple. And it was just one of dozens of recent studies that have linked even small amounts of fetal chlorpyrifos exposure to neurodevelopmental problems, including ADHD, intelligence deficits, and learning difficulties.

On November 10, the U.S. Environmental Protection Agency issued a groundbreaking report laying out the serious dangers of chlorpyrifos. The “Chlorpyrifos Revised Human Health Risk Assessment,” as it was called, laid out the evidence that the pesticide can cause intelligence deficits and attention, memory, and motor problems in children. According to the report, 1- and 2-year-old children risk exposures from food alone that are 14,000 percent above the level the agency now thinks is safe.

Dow, the giant chemical company that patented chlorpyrifos and still makes most of the products containing it, has consistently disputed the mounting scientific evidence that its blockbuster chemical harms children. But the government report made it clear that the EPA now accepts the independent science showing that the pesticide used to grow so much of our food is unsafe. The “pre-publication copy” of the report stated that “residues of chlorpyrifos on most individual food crops exceed the ‘reasonable certainty of no harm’ safety standard under the Federal Food, Drug and Cosmetic Act,” which means, in simple terms, that any given sample of food may contain harmful levels of chlorpyrifos. In addition, estimated drinking water and non-drinking water exposures to the chemical also exceed safety standards. The next step was to finalize a chlorpyrifos ban.

The presidential communications equipment under Barack Obama

Over the past five years, a range of articles on this weblog covered the secure and non-secure phones used by president Barack Obama, whether in the White House, at his Summer residence or aboard Air Force One.

With Donald Trump taking over the US presidency in a few days, it's a good moment to look back and provide a comprehensive overview of the communications equipment during Obama's time in office.

Additional context for this was provided by a background story from the New York Times from April last year, as well as by several other sources, which show an almost continuous need for replacing outdated systems.

Obama Opens NSA’s Vast Trove of Warrantless Data to Entire Intelligence Community, Just in Time for Trump

WITH ONLY DAYS until Donald Trump takes office, the Obama administration on Thursday announced new rules that will let the NSA share vast amounts of private data gathered without warrant, court orders or congressional authorization with 16 other agencies, including the FBI, the Drug Enforcement Agency, and the Department of Homeland Security.

The new rules allow employees doing intelligence work for those agencies to sift through raw data collected under a broad, Reagan-era executive order that gives the NSA virtually unlimited authority to intercept communications abroad. Previously, NSA analysts would filter out information they deemed irrelevant and mask the names of innocent Americans before passing it along.

The change was in the works long before there was any expectation that someone like Trump might become president. The last-minute adoption of the procedures is one of many examples of the Obama administration making new executive powers established by the Bush administration permanent, on the assumption that the executive branch could be trusted to police itself.

Down to the Wire: Obama’s DOJ Issues Scathing Report on Systemic Abuse Within Chicago Police

THE JUSTICE DEPARTMENT released a blistering report on Friday concluding what many in Chicago have been saying for years: that the city’s police officers routinely use excessive and deadly force, particularly against black and Latino residents; that they systematically violate civil rights; and that the department consistently fails to hold officers accountable for abuse and misconduct.

With one week to go before the beginning of the Trump administration — which is widely expected to take a considerably less aggressive approach toward police abuse — federal officials this week tied up the loose ends on some of the department’s most high profile investigations of police departments.

THE DEATH OF A JOURNALIST WHO KNEW TOO MUCH.. Was Dorothy Kilgallen Murdered? What Was She About to Learn?

Dorothy Kilgallen was one of the most powerful voices in America. She had a role on the popular TV show, “What’s My Line,” and she was a journalist who wrote an insightful gossip column. She especially loved covering high profile murder trials. In fact, she singlehandedly caused Sam Shepard’s murder conviction to be overturned by the US Supreme Court.

More important, she was excellent at investigating. She asked incisive — even dangerous — questions. This may have led to her death on November 8, 1965.

Kilgallen jumped at the chance to cover the trial of Jack Ruby, the man who shot and killed alleged JFK assassin Lee Harvey Oswald in a Dallas police station. As the New York Post put it, covering that trial would put her on a path that ended with her body being found “sitting up in bed, naked under a blue bathrobe, with the makeup, false eyelashes and floral hair accessory” she had worn for her TV appearance the night before.

At the time of her death, she was following a lead that some believe might have blown apart the official story of the Kennedy assassination. Her death was considered “suspicious.”

Donald Trump's new cyber advisor Rudy Giuliani has a highly insecure website

A website used to promote the services of Giuliani Security & Safety (GSS), a consultancy firm owned by US President-elect Donald Trump's newly appointed cybersecurity advisor, is being mocked online for – ironically – being openly vulnerable to hackers.

Rudy Giuliani was appointed this week (12 January) and will reportedly now be tasked with chairing meetings between the private sector and government to discuss the main hacking threats they face. A former New York Mayor, Giuliani has spent over a dozen years in the security industry.

Yet all the credentials in the world were deemed moot by a plethora of experts who quickly analysed his corporate website, giulianisecurity.com, and found numerous critical flaws. On Twitter, prominent hacker Dan Tentler pointed to Joomla, the content management system (CMS) used by the website.

Chicago police regularly engage in excessive force, says Loretta Lynch

The Chicago police department regularly uses force that is “unjustified, disproportionate and otherwise excessive”, federal investigators have concluded.

In a scathing report released after a 13-month process, Department of Justice (DoJ) investigators found that police violated both the fourth amendment of the constitution and department policy in the use of deadly force. Poor training and accountability systems contributed to the department’s unconstitutional policing practices, the report said.

“Our review of CPD’s deadly force practices identified several trends in CPD’s deadly force incidents,” investigators wrote, “including that CPD engages in dangerous and unnecessary foot pursuits and other unsound tactics that result in CPD shooting people, including those who are unarmed.”

The US attorney general, Loretta Lynch, presented the report on Friday morning with federal and city officials, before announcing that the CPD and Chicago officials had agreed to begin negotiations to reach a court-enforceable reform agreement.

Comey Letter on Clinton Email Is Subject of Justice Dept. Inquiry

The Justice Department inspector general’s office said on Thursday it would open an investigation into the decision in October by James B. Comey, the F.B.I. director, to inform Congress about a new review in the Hillary Clinton email investigation — a move Mrs. Clinton has said cost her the election.

The inquiry is not a blow for Mr. Comey only. It also draws negative attention again to the F.B.I. on an issue that agents had hoped was behind them.

The inspector general’s office said the investigation had come in response to complaints from members of Congress and the public about actions by the F.B.I. and the Justice Department during the campaign that might be seen as politically motivated.

N.S.A. Gets More Latitude to Share Intercepted Communications

In its final days, the Obama administration has expanded the power of the National Security Agency to share globally intercepted personal communications with the government’s 16 other intelligence agencies before applying privacy protections.

The new rules significantly relax longstanding limits on what the N.S.A. may do with the information gathered by its most powerful surveillance operations, which are largely unregulated by American wiretapping laws. These include collecting satellite transmissions, phone calls and emails that cross network switches abroad, and messages between people abroad that cross domestic network switches.

The change means that far more officials will be searching through raw data. Essentially, the government is reducing the risk that the N.S.A. will fail to recognize that a piece of information would be valuable to another agency, but increasing the risk that officials will see private information about innocent people.

Attorney General Loretta E. Lynch signed the new rules, permitting the N.S.A. to disseminate “raw signals intelligence information,” on Jan. 3, after the director of national intelligence, James R. Clapper Jr., signed them on Dec. 15, according to a 23-page, largely declassified copy of the procedures.

Dark Shadows: Iran-Contra, Secret Wars & Covert Operations, Part 1

This is the first of a three-part series exploring Iran-Contra and its implications. Part I describes the Reagan Administration’s secret wars and illegal arms deals exposed in the scandal. Part II explains how the constitutional and legal crisis unfolded but backfired politically in the Bush and Clinton years. Part III will survey the era of global insecurity we have entered in the second Bush and Obama Administrations and the role key members of the incoming Trump team played in creating it by immunizing themselves from the consequences of past criminality.

The author, Doug Vaughan, spent years as an investigative journalist covering the Central/South American horrors of the 1970s and 80s. In this series, he draws a throughline from that troubling time to the present cast of characters taking their places in a new administration. It provides background to Donald Trump’s decision to ignore many veterans of the George W. Bush administration while reaching back to those who served Bush’s father and Ronald Reagan, and the pernicious influence of Dick Cheney.

Your private medical data is for sale – and it's driving a business worth billions

Your medical data is for sale – all of it. Adam Tanner, a fellow at Harvard’s institute for quantitative social science and author of a new book on the topic, Our Bodies, Our Data, said that patients generally don’t know that their most personal information – what diseases they test positive for, what surgeries they have had – is the stuff of multibillion-dollar business.

But although the data is nominally stripped of personally identifying information, data miners and brokers are working tirelessly to aggregate detailed dossiers on individual patients; the patients are merely called “24601” instead of “Jean Valjean”.

At the doctor’s office, Tanner told the Guardian, “you close the door and you think, I’m telling my doctor my most intimate medical secrets, and only my doctor knows about it. But it’s sold commercially.” Patients are reduced to gender, age, particular ailments and neighborhood. Then, Tanner said, data miners cross-reference that information with data from pharmacies about who they sell prescriptions to, culled by big drugstore chains like Rite Aid and CVS.

In a new report from the Century Foundation released on Tuesday, Tanner quotes Per Lofberg of CVS: “The patient is not really a component of this because their name and connection to the prescription have been stripped off.”

Trump Calls CNN and Buzzfeed Fake News In Press Conference (1-11-17)

The Deep State Goes to War with President-Elect, Using Unverified Claims, as Democrats Cheer

IN JANUARY, 1961, Dwight Eisenhower delivered his farewell address after serving two terms as U.S. president; the five-star general chose to warn Americans of this specific threat to democracy: “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.” That warning was issued prior to the decadelong escalation of the Vietnam War, three more decades of Cold War mania, and the post-9/11 era, all of which radically expanded that unelected faction’s power even further.

This is the faction that is now engaged in open warfare against the duly elected and already widely disliked president-elect, Donald Trump. They are using classic Cold War dirty tactics and the defining ingredients of what has until recently been denounced as “Fake News.”

Their most valuable instrument is the U.S. media, much of which reflexively reveres, serves, believes, and sides with hidden intelligence officials. And Democrats, still reeling from their unexpected and traumatic election loss as well as a systemic collapse of their party, seemingly divorced further and further from reason with each passing day, are willing — eager — to embrace any claim, cheer any tactic, align with any villain, regardless of how unsupported, tawdry and damaging those behaviors might be.

Police across the country looked at Standing Rock as a sort of law enforcement laboratory

One of the tactics used by North Dakota Governor Jack Dalrymple to try and quell the #NoDAPL protests at Standing Rock was the Emergency Management Assistance Compact or EMAC. EMAC, which was originally intended for inter-state cooperation in the case of natural disasters and terrorism, has been increasingly used to combat protests such as in Baltimore and Cleveland, and in this case allowed almost 40 police departments and sheriff’s offices to flock to Morton County, ND and participate in crowd control.

A batch of emails that we have received from the Wyoming Highway Patrol in response to our request about their EMAC documents, has helped shed some light on how law enforcement views the EMAC and the Standing Rock protests. It seems from the emails that the WHP and other police departments viewed the protest as a valuable chance to learn how to control large scale direct actions by protesters.

Big Pharma Shaking as Trump Appoints Top Vaccine Truth Advocate

Donald Trump has reportedly chosen Robert Kennedy Jr. to lead the Commission on Vaccine Safety, and the mainstream media is working overtime to obstruct the facts of this important story.

Kennedy announced the position after he met with Trump on Tuesday, and as a result, mainstream media outlets began referring to Kennedy as “an environmental activist and skeptic of vaccines” when reporting the story.

As previously reported, Kennedy has been a vocal critic of the Measles-Mumps-Rubella (MMR) vaccine. He is now being ridiculed by the media for claiming that there is a link between autism and the preservative Thiomersal, which is present in the MMR vaccine.
