In U.S. Sting Operations, Questions of Entrapment

The arrest on Friday of a Somali-born teenager who is accused of trying to detonate a car bomb at a crowded Christmas tree-lighting ceremony in Portland, Ore., has again thrown a spotlight on the government’s use of sting operations to capture terrorism suspects.

Some defense lawyers and civil rights advocates said the government’s tactics, particularly since the Sept. 11 attacks, have raised questions about the possible entrapment of people who pose no real danger but are enticed into pretend plots at the government’s urging.

WIKILEAK:Secret US Embassy Cables

Wikileaks began on Sunday November 28th publishing 251,287 leaked United States embassy cables, the largest set of confidential documents ever to be released into the public domain. The documents will give people around the world an unprecedented insight into US Government foreign activities.

The cables, which date from 1966 up until the end of February this year, contain confidential communications between 274 embassies in countries throughout the world and the State Department in Washington DC. 15,652 of the cables are classified Secret.

The embassy cables will be released in stages over the next few months.

US diplomats spied on UN leadership

A classified directive which appears to blur the line between diplomacy and spying was issued to US diplomats under Hillary Clinton's name in July 2009, demanding forensic technical details about the communications systems used by top UN officials, including passwords and personal encryption keys used in private and commercial networks for official communications.

It called for detailed biometric information "on key UN officials, to include undersecretaries, heads of specialised agencies and their chief advisers, top SYG [secretary general] aides, heads of peace operations and political field missions, including force commanders" as well as intelligence on Ban's "management and decision-making style and his influence on the secretariat". A parallel intelligence directive sent to diplomats in the Democratic Republic of the Congo, Uganda, Rwanda and Burundi said biometric data included DNA, fingerprints and iris scans.

Washington also wanted credit card numbers, email addresses, phone, fax and pager numbers and even frequent-flyer account numbers for UN figures and "biographic and biometric information on UN Security Council permanent representatives".

The spy agency has a venture capital arm that is funding an array of companies developing bleeding-edge technologies.
The country's only federally funded venture capital firm was created in 1999, during the tech boom, because the private sector was setting the pace in technological innovation, leaving the intelligence community feeling not very intelligent. In-Q-Tel invests in startups developing technologies that could prove useful to the CIA and the national security community.

CIA brain experiments pursued in veterans’ suit

In 1961, a top CIA scientist reported in an internal memo that "the feasibility of remote control of activities in several species of animals has been demonstrated…Special investigations and evaluations will be conducted toward the application of selected elements of these techniques to man," according to “The CIA and the Search for the Manchurian Candidate,” a 1979 book by former State Department intelligence officer John Marks.

“[T]his cold-blooded project,” Marks wrote, “was designed … for the delivery of chemical and biological agents or for ‘executive action-type operations,’ according to a document. ‘Executive action’ was the CIA's euphemism for assassination.”

DHS & TSA: Making a list, checking it twice

The terminology contained within the reported memo is indeed troubling. It labels any person who “interferes” with TSA airport security screening procedure protocol and operations by actively objecting to the established screening process, “including but not limited to the anticipated national opt-out day” as a “domestic extremist.” The label is then broadened to include “any person, group or alternative media source” that actively objects to, causes others to object to, supports and/or elicits support for anyone who engages in such travel disruptions at U.S. airports in response to the enhanced security procedures.

For individuals who engaged in such activity at screening points, it instructs TSA operations to obtain the identities of those individuals and other applicable information and submit the same electronically to the Homeland Environment Threat Analysis Division, the Extremism and Radicalization branch of the Office of Intelligence & Analysis (IA) division of the Department of Homeland Security.

Corporate America has best quarter in US history as real unemployment rate soars

Even amid the most turbulent economic conditions since the Great Depression, US corporate profits are at an all time high, according to a Tuesday report [PDF link] by the US Bureau of Economic Analysis.

At the same time, America's poor and middle classes are under siege, with a mostly stagnant job market that has shown only marginal signs of improvement.

In spite of meager growth in some sectors, the real unemployment rate remains high, at approximately 1 in 5 Americans.

WikiLeaks Diplomatic Cable Dump Reportedly Imminent

The Pentagon warned lawmakers on Tuesday that WikiLeaks’ long-expected release of thousands of classified U.S. diplomatic cables could come as soon as Friday, according to a report from Bloomberg.

The release has been anticipated since the arrest last spring of Army intelligence analyst Bradley Manning. In online chats with the ex-hacker who ultimately turned him in, Manning described providing WikiLeaks with a massive cache of diplomatic cables. Manning said the cables documented years of secret foreign policy and “almost-criminal political back dealings.”

“Hillary Clinton and several thousand diplomats around the world are going to have a heart attack when they wake up one morning, and find an entire repository of classified foreign policy is available, in searchable format, to the public,” Manning told former-hacker Adrian Lamo.

China, Russia quit dollar

China and Russia have decided to renounce the US dollar and resort to using their own currencies for bilateral trade, Premier Wen Jiabao and his Russian counterpart Vladimir Putin announced late on Tuesday.

The two countries were accustomed to using other currencies, especially the dollar, for bilateral trade. Since the financial crisis, however, high-ranking officials on both sides began to explore other possibilities.

The yuan has now started trading against the Russian rouble in the Chinese interbank market, while the renminbi will soon be allowed to trade against the rouble in Russia, Putin said.

Judge orders CIA to disclose MK-ULTRA documents

A federal magistrate judge in San Francisco ordered the CIA to produce specific records and testimony about the human experiments the government allegedly conducted on thousands of soldiers from 1950 through 1975. Three veterans groups and six individual veterans sued the CIA and other government agencies, claiming they used about 7,800 soldiers as human guinea pigs to research biological, chemical and psychological weapons.

The experiments, many of which took place at Edgewood Arsenal and Fort Detrick in Maryland, allegedly exposed test subjects to chemicals, drugs and electronic implants. Though the soldiers volunteered, they never gave informed consent, because the government didn’t fully disclose the risks, the veterans claimed. They were also required to sign an oath of secrecy, according to the complaint.

Today we know that financial experts from around the world have provided strong evidence, through established and reliable statistical techniques, that the early expert suspicions were correct, and that 9/11 informed trading did occur.

People knew in advance about the crimes of 9/11, and they profited from that knowledge. Those people are among us today, and our families and communities are at risk of future terrorist attacks and further criminal profiteering if we do not respond to the evidence. It is time for an independent, international investigation into the informed trades and the traders who benefited from the terrorist acts of September 11th.

FBI Director Meets With Google, Facebook to Discuss Easier Wiretaps

Robert S. Mueller III, the director of the Federal Bureau of Investigation, traveled to Silicon Valley on Tuesday to meet with top executives of several technology firms about a proposal to make it easier to wiretap Internet users.

Mr. Mueller wants to expand a 1994 law, the Communications Assistance for Law Enforcement Act, to impose regulations on Internet companies.

US Government and Military Websites Redirected to Chinese Servers

U.S. government and military Internet traffic was briefly redirected through computer servers in China earlier this year, according to a report that is to be released by the U.S.-China Economic and Security Review Commission on Wednesday.

The report says telecommunications companies in China disrupted the Internet for only about 18 minutes -- but they were a big 18 minutes. They "hijacked" about 15 percent of the world's online traffic, affecting NASA, the U.S. Senate, the four branches of the military and the office of the Secretary of Defense.

Nazis Were Given ‘Safe Haven’ in U.S., Report Says

A secret history of the United States government’s Nazi-hunting operation concludes that American intelligence officials created a “safe haven” in the United States for Nazis and their collaborators after World War II, and it details decades of clashes, often hidden, with other nations over war criminals here and abroad.

The 600-page report, which the Justice Department has tried to keep secret for four years, provides new evidence about more than two dozen of the most notorious Nazi cases of the last three decades.

The Justice Department has resisted making the report public since 2006. Under the threat of a lawsuit, it turned over a heavily redacted version last month to a private research group, the National Security Archive, but even then many of the most legally and diplomatically sensitive portions were omitted. A complete version was obtained by The New York Times.

Khalid Sheik Mohammed, the self-proclaimed mastermind of the Sept. 11, 2001, attacks, will probably remain in military detention without trial for the foreseeable future, according to Obama administration officials.

The administration has concluded that it cannot put Mohammed on trial in federal court because of the opposition of lawmakers in Congress and in New York. There is also little internal support for resurrecting a military prosecution at Guantanamo Bay, Cuba. The latter option would alienate liberal supporters.

Document Friday: So What Does Congress Talk About During Its Secret Sessions?

According to a Congressional Research Service report, the Senate has convened secret (or “closed door”) sessions 54 times since 1924. The House, only four.

After the sessions finish, there are mechanisms to disclose what was said. In the House, transcripts of the secret sessions are generally made available to the public after thirty years. In the Senate, the proceedings remain secret until Senators vote to “remove the injunction on secrecy.”

It appears that the Senate secret sessions are rarely unsealed.

Unfortunately, we’ll likely never know what was said in some of the secret sessions; Congress enacted the Freedom of Information Act to provide access to Executive Branch documents, not Legislative.

Cameras to Catch Terrorists Triple in New York With Bomb Plots

New York City is almost halfway to its goal of installing 3,000 cameras as part of a network to monitor signs of terrorism, about triple the number it had in June.

The spurt in additions to the $201 million initiative, which officials said is to be completed by 2013, may represent an increased urgency to finish the project. But there is still one important American intelligence organization over which neither they nor any other legislative body conducts meaningful oversight: the NYPD intelligence division’s International Liaison Program.

With offices in 11 foreign capitals and an unpublished budget, the ILP’s far-flung counterterrorism cops operate outside the authority of top U.S. officials abroad, including the American ambassador and the CIA station chief, who is the nominal head of U.S. intelligence in foreign countries.

Neither the Director of National Intelligence nor the Department of Homeland Security have any jurisdiction over the program. Nor have either done a study of how the NYPD’s foreign operations fit into U.S. counterterrorism programs -- or don’t, officials say.

Ryan unquestionably qualifies as a whistleblower. Having been promoted to the top manager of Underwriter's Laboratories water testing division, Ryan was dismissed on November of 2004 after an e-mail from him to Dr Frank Gayle of NIST questioning the collapse of the twin towers became public.

Sources: No Charges In CIA Interrogation Tape Case

No one will face criminal charges for destroying CIA videotapes that depicted interrogation of terrorism detainees during President George W. Bush's administration, NPR has learned.

Two sources close to the investigation say a federal prosecutor has concluded there isn't enough evidence to bring an indictment. And the statute of limitations on criminal law covering the tapes' November 2005 destruction expired this week, making future prosecution impossible.

The Repeatedly Delayed Responses of the Pentagon Command Center on 9/11

The limited evidence that is already available shows that an alarming number of factors hindered the emergency response to the 9/11 attacks that was being coordinated from within the NMCC. Considering the U.S. military's failure to stop those attacks, this is something of much concern. We need to know a lot more about what was going on in the NMCC on September 11. And serious attempts need to be made to determine whether deliberate and coordinated actions were undertaken by treasonous U.S. government and military insiders, to disrupt the efforts of the NMCC to put together an effective response to the attacks.

Newly Discovered Warnings About Headley Reveal a Troubling Timeline in Mumbai Case

A review of the U.S. government's contacts with David Coleman Headley, a central figure in the 2008 attacks on Mumbai, has identified at least five separate cases in which relatives or associates warned he was training or working with Pakistani militants.

The review, which is being led by the Director of National Intelligence, found that plausible allegations about Headley's extremist ties began as early as 2001 and were more numerous and specific than previously disclosed, federal officials said.

Lords stunned by Tory peer's IRA funding claim

A conservative "working" peer has made an astonishing claim that he handled billions of pounds of terrorist funds at the behest of the Bank of England during his business career, with the IRA as his "biggest client".

Lord James of Blackheath also claims that he is in touch with a secret organisation which he called Foundation X, with vast sums of money at its disposal, which is prepared to lend billions to the British government, interest free, to help reduce the deficit, but he has been unable to get ministers to believe him. His claims were ridiculed as coming from a man who has lost touch with reality when he voiced them in the House of Lords this week, but a government minister, Lord Sassoon, said that they had been the subject of "detailed discussions".

Noam Chomsky: No Evidence that Al-Qaeda Carried Out the 9/11 Attacks

Leading liberal intellectual Noam Chomsky just told Press TV:

"The explicit and declared motive of the [Afghanistan] war was to compel the Taliban to turn over to the United States, the people who they accused of having been involved in World Trade Center and Pentagon terrorist acts. The Taliban…they requested evidence…and the Bush administration refused to provide any," the 81-year-old senior academic made the remarks on Press TV's program a Simple Question.

"We later discovered one of the reasons why they did not bring evidence: they did not have any."

The Central Intelligence Agency used American modern art - including the works of such artists as Jackson Pollock, Robert Motherwell, Willem de Kooning and Mark Rothko - as a weapon in the Cold War. In the manner of a Renaissance prince - except that it acted secretly - the CIA fostered and promoted American Abstract Expressionist painting around the world for more than 20 years.
